In recent years, Transport Department actively launched a number of electronic license services, and the most popular one is Electronic driving license. The new electronic driving license has officially launched, replacing your traditional physical driver's license. What is an electronic driving license?

At the end of last year, the Transport Department launched the elicensing. While the user's driver's license information is displayed when using the ‘Electronic Driving License’ app, it is for reference only and does not replace the physical driving license. The ‘Electronic Driving License’ app is a standalone mobile app that can be downloaded for free from the App Store. The app displays all relevant driving license information, such as the holder's name, driver's license number, permitted vehicle type, and expiration date. This makes it more convenient for driving license holders to no longer need to carry their physical driving license.

How is it different from a physical driving license?

The most distinctive feature of the electronic driving license is that it uses blue, yellow and red to indicate whether the driving license is valid, partially valid (for example, a certain category of driving license is valid, but another category has expired) and expired.

The electronic driving licence features a dynamic Transport Department logo, a disabled screenshot function, and an encrypted, time-limited QR code to prevent counterfeiting and enhance security. Furthermore, each driving licence holder may only register one electronic driving licence account, and each account may only be linked to one mobile phone at a time.

Step 2: Hong Kong identity card holders must use ‘Smart Convenience+’ log in, while non-Hong Kong identity card holders must log in using their Card Easy account or biometric authentication.

Electronic Driving License | Notes

  • License holders must display their electronic driving license on their smartphones through the ‘electronic driving license’ mobile application to comply with relevant legal requirements.

  • The recognition of electronic driving licenses overseas depends on the policies and regulations of the relevant countries/regions. Before planning to drive abroad, you should first check the relevant driving requirements in that country/region and bring your physical driving license and international driving permit (if applicable) as needed.

  • If you have lost your physical driving licence or it has been destroyed/damaged, you still need to apply for a duplicate of the relevant driving licence from the Transport Department.

  • Each driving license holder can only register one electronic driving license account, and each account can only be linked to one mobile phone at a time.

Ride-Hailing Insurance

Ride-hailing services will be legalized on August 22, 2027. The government has recently submitted a document to the Legislative Council outlining regulatory details for ride-hailing services. These include requirements such as drivers must be at least 21 years old, hold a Hong Kong Permanent Identity Card, possess a driving license for more than one year, have no serious traffic convictions within the past five years, and pass designated assessments and pre-service training courses. It is proposed that, in the initial phase, the number of ride-hailing vehicle licenses be capped at 10,000. In addition, applicant vehicles must be less than 12 years old, must carry third-party liability insurance covering ride-hailing use, and private cars must be registered under an individual’s name (i.e., “fixed driver–vehicle pairing”).
