There are speed limits on roads and speed limits on waters. To ensure maritime traffic safety, the Maritime Department has established a number of speed restriction zones within Hong Kong waters. Speeding penalties are divided by area. Speed Limits for Vessels in Hong Kong Waters
The Marine Department divides Hong Kong waters into three major speed limit zones, with different speed limits and penalties for different areas.

Typhoon Shelter
The maximum permitted speed at the entrance or inside a typhoon shelter is 5 knots.

The following speed restriction zones are defined as follows: During the period from 8:00 am to 12:00 midnight on any Saturday or public holiday and from 1 April to 31 October each year (both days inclusive), the speed limit within the zones is 5 knots.

Speeding penalties for vessels
according toShipping and Port Control Regulations (Cap. 313A) and Merchant Shipping (Local Vessels) (General) Regulation (Cap. 548F), except with the permission of the Director of Marine, a vessel while navigating in the waters of Hong Kong must not sail at a speed exceeding the specified maximum permitted speed.
